Campus Annual Security Report
This report is filed as required by the federal "Crime Awareness and Campus Security Act" (recently amended and re-named the Jeanne Clery Act). The purpose of this report is to provide our students, staff, and faculty with accurate and timely campus safety information including crime statistics and procedures to be follow to report a crime. This report is available in a hard copy upon request. Any questions regarding this report should be directed to the Dean of Students located in room 340 Wyllie Hall or (262) 595-2598.
Crime Prevention ProgramsEvery effort is made by the University to maintain a safe and secure environment. This can occur if everyone makes safety a priority and takes some responsibility for security of themselves and others on campus by reporting crimes and potential problems.
The UW-Parkside Police Department provides education programs and services in the prevention of crime. Prevention programs regarding personal safety and alcohol/drug awareness are scheduled each semester. Any organization can request crime prevention programs at no charge to the organization. Individuals can speak to any officer regarding crime prevention on campus or they can call (262) 595-2455 to make an appointment for individual crime prevention assistance. A variety of crime prevention topics and programs are available.
Coordination of Law Enforcement AgenciesThe UW-Parkside Police Department maintains an excellent working relationship with other law enforcement agencies in our area. The Kenosha Sheriff's Department provides the UW-Parkside Police Department with an activity update at the beginning of every shift change and if criminal activity occurs in the vicinity of UW-Parkside, the Sheriff's Department will notify the UW-Parkside Police Department immediately
Policy Concerning the Monitoring and Recording Through Local Police AgenciesAll student organizations must seek approval in writing to host off campus events from the Director of Student Life. Organizations will be granted approval to use off campus facilities under the following conditions: (1) UW-Parkside cannot provide an appropriate facility for the specific event; (2) the purpose of the event is specifically focused on community outreach.If an organization receives approval for an off campus event, the organization must provide the Student Activities Office with a copy of the contract for the facility which will be reviewed by both the Assistant Director for Student Activities and the Risk Manager. UW-Parkside Police Department will forward information regarding the event to the appropriate municipal agency prior to the actual event. After the event, UW-Parkside Police Department will contact the appropriate agency to determine whether any problems had occurred as a result of the event.If problems should arise as a result of the event, UW-Parkside Police Department will notify both the Assistant Director of Student Activities and the Dean of Students. Official University disciplinary action will be taken against both the organization and the individuals involved in the event.

The summaries of all incidents that occur on campus and are reported to
UW-Parkside Police Department are available for inspection at the
UW-Parkside Police Department. In addition, the summary is sent via
email to the Ranger Newspaper Editor, and the UW-Parkside Student
government Association. These summaries are updated daily, Monday
through Friday and on the first business day following a weekend or

* Students may report sexual assault crimes on a confidential basis to
these individuals. The general public is welcome to use resources of the
university. However, at times, the general public's access to
facilities or attendance at events may be restricted or prohibited.
Generally, the security of the campus is provided by a number of
mechanisms: (1) maintaining locks or alarms on certain facilities, (2)
establishing specific hours of operation, (3) restricting after hour
access to persons who bear university identification as faculty, staff,
or students, (4) controlling issuance of keys, (5) presence of
telephone call boxes for emergency assistance, and (6) providing
adequate interior and exterior lighting.Specific security provisions
have been established for areas such as the library, residence halls,
athletic/recreational facilities, laboratories, and maintenance areas.
Enforcement Authority
UW-Parkside Police Department officers have full arrest authority and are sworn to enforce all criminal and traffic laws in addition to the rules and regulations of the University. The UW-Parkside encourages the prompt reporting of all crimes to the UW-Parkside Police Department. The University abides by state Statute Act 177 requiring university employees to report sexual assaults. Police officers are trained as victim advocates and will assist victims of sexual assault in obtaining victim services to which they are entitled. Victims of any assault are encouraged to obtain professional counseling services and police officers will assist victims with referrals for those services.
Timely Notice Warning
UW-Parkside Police Department will, upon receipt of information involving a potential threat to members of the university community, work cooperatively to ensure that the community receives that information which is necessary for them to make informed decisions regarding their personal safety and security.
Daily Log
UW-Parkside Police Department maintain a daily log of crimes and incidents that occur on campus that are accessible to the public upon request. This information includes date, time, general location and a summary disposition of the event. This daily log is available at the UW-Parkside Police Department office, 188 Tallent Hall during normal business hours, M-F, 7:45 a.m.- 4:30 p.m., except holidays. The Chief of Police or his/her designee may classify information as “confidential” and prohibit its release.
Security & Access to Campus Facilities
Security is provided in the maintenance of the University’s facility through a number of mechanisms, including limitations on hours of operations, policies on keys, restricting access to those bearing proper identification as University staff or students, the issuance of after-hour building passes for academic buildings, the provision of adequate lighting, and making available outside emergency telephone call boxes which are hooked up directly to the UW-Parkside Police Department dispatcher for emergency assistance. Specific security mechanisms may vary with the type of University facility.
Security & Campus Student Residences
UW-Parkside Police Department officers regularly respond to calls in University-owned residence halls. The Parkside Union is also regularly patrolled by uniformed police officers.

UW-Parkside provides information to students and employees about campus security procedures and practices, encourages them to be responsible for their own security and the security of others, informs them about the prevention of crimes through the following programs and literature distributions:
UW-Parkside Police Department Crime Prevention Unit
The UW-Parkside Police Department provides specific attention in the area of crime prevention. Educational and training programs are offered through the department to any group requesting such services (i.e. resident advisors requesting information about sexual assaults, student groups request training on self-protection, “Take Back the Night” education workshop, etc.). The department will conduct training on a variety of topics throughout the academic year to any group(s) requesting their services. The police work in cooperation with other law enforcement agencies in the area to address crime prevention issues.
Alcohol and Illegal Drugs
Appropriate provisions regulate the possession, use and sale of alcoholic beverages in Federal/State laws, Chapter 18 of the Wisconsin Administrative Code and campus policies.
Illegal drug possession, use or sale is prohibited in accordance with the Drug Free School and Work Place Act, Federal/State laws, and Chapter 18 of the Wisconsin Administrative Code. UW-Parkside Police Department officers have the authority to enforce laws concerning the possession, sale or use of alcoholic beverages or illegal drugs through criminal arrest or civil citation.
Drug and Alcohol Education ProgramPeer Health Educator Program (PHEs) - The UW-Parkside PHE program is a student program in which the members of the team address a wide array of health and social issues that effect the campus. The student leaders in this program complete 60 hours of training throughout the year, including training with AOD issues. The most current programs they sponsor addressing AOD issues include: "First Six Weeks" campaign during the fall semester, which has multiple programming initiatives to help students develop low risk behaviors around the use if alcohol and other drugs (e.g. marijuana); a year long "pledge" drive for students to agree to make healthy choices on the area of AOD use throughout the year; a holiday pledge drive for winter break to encourage students not to drink and drive over the break; a safe spring break week to encourage students to make healthy, responsible choices over their Spring break.The issues of AOD consequences are also tied into other programs throughout the year, as deemed appropriate. For example, during the Love Carefully program, which addresses sexuality issues, the issue of mixing alcohol and sex is addressed. During programming on sexual assault the issue of alcohol/drugs is addressed as well.Residence Life - Resident Advisors are trained on various dimensions of AOD use, abuse, and consequences in their fall and spring trainings as well as throughout the year in their monthly trainings. Some of the issues addressed include: alcohol poisoning; binge drinking; confronting a person on their abuse of AOD; dealing with students who are intoxicated; secondary effects of AOD abuser on other residents; and positive role modeling in regards to alcohol use.University Seminar Course - This course, required of all freshmen, includes a segment that addresses AOD issues. The majority of the 40+ sections offered throughout the year, request class presentations by the campus AOD prevention program manager or counselors. During these sessions the following issues are addressed: binge drinking, drinking and driving, responsible decision-making, low risk behaviors - vs. - high-risk behaviors and consequences.Orientation - The issue of AOD is addressed in the program on sexual assault. In this program the connection between alcohol and sexual assault is addressed. In addition, the issue of date rape drugs that are placed into beverages (many times alcohol beverages) is also addressed. The students are given information on how to engage in low risk behaviors with alcohol that will decrease their chances of sexual assault and how to keep their beverages safe from date rape drugs.Alcohol 101 - Alcohol 101 is a computer based alcohol education program that provides the physiological, psychological, and legal information to help college students make responsible decisions about drinking or not drinking. Sex Offense Prevention & Awareness
UW-Parkside has sexual assault advocates who are a diverse group of students and staff that have completed an extensive training program conducted by Student Health & Counseling Center, UW-Parkside Police Department, and Residence Life staff. These advocates provide victims of sexual assault a caring individual to serve as a resource to help them through the recovery process as well as any campus discipline or criminal proceedings.Procedures When a Sex Offense Occurs
Following a sexual assault, victims are encouraged to get support and information immediately by reporting to the UW-Parkside Police Department (262) 595-2911 and the Dean of Students Office (262) 595-2598. Individuals at these offices can provide emotional and counseling assistance, advise you about your rights, inform you how to preserve evidence, and discuss your informal and formal complaint options. They can also connect you to sensitive and specialized emergency medical treatment and evaluation services. The police need all the clothing worn at the time of a sexual assault. Do not wash, shake or brush off the clothes. Also, victims/survivor should not take a shower, bathe or douche since this will affect the physical exam and evidence obtained during the exam. The clothing will be returned after it has been completely analyzed and processed. The following sections provide details on how and why to report to the UW-Parkside Police Department and information about services available from the Student Health & Counseling Center.
Notification of Law Enforcement in Cases of Sex Offenses
The University is concerned about sexual assaults occurring both on and off campus. In order to combat this serious problem, we request and urge any victim/survivor of a sexual assault or attempted assault to call 2911(on campus phone) OR (262) 595-2911 (off campus phone, e.g. mobile phone) immediately. The call will be directed immediately to the UW-Parkside Police Department.Statistics on sexual assaults reported to campus authorities are available at the UW-Parkside Police Department website. Wisconsin statutory definitions of sexual assault are online at the same address.Remember making a report of sexual assault does not mean that victims/survivors must press charges. Although the police prefer that victims/survivors sign a complaint against the assailant, it is ultimately their decision and UW-Parkside Police will respect that decision. If a victim/survivor would like someone to accompany him or her when making a report or when having a physical exam they are welcome to do so. Some victims/survivors have had friends, roommates, resident advisors, or an advocate from the University ASPEN Program accompany them through the processes.The UW-Parkside Police Department has female officers available to interview female victims/survivors of sexual assault. The police realize negative feelings about reporting sexual assaults exist among women in the community. The only way this feeling can be eliminated is through positive, effective contact with qualified police personnel.
Victims/survivors of sexual assault often know their assailants; they may be friends, acquaintances or family members. Victims/survivors of these assaults may be more reluctant to report the incident and the police understand the reasons for their hesitation. However, the police believe there can be restitution for victims/survivors of acquaintance sexual assault and encourage reporting of any and all sexual assaults.

Whether or not you report the crime, obtain emotional support as soon as possible. Call the Student Health & Counseling Center, UW-Parkside Police Department, the Dean of Student Office, a trusted friend or relative. Delayed emotional reactions are common. Also, it is important to consult with a medical provider following a sexual assault for a physical exam and to discuss concerns regarding pregnancy and sexually transmitted infections.
Options for Changing Victim's Academic and Living Situations Following Alleged Sex Offense
Sexual Assaults are covered in the University student misconduct code as part of the University of Wisconsin Administrative Code Chapter 17, “Non-Academic Student Misconduct”. Following a report of an alleged sexual assault, the Dean of Students will initiate the following process: The Dean meets with the alleged victim to ensure the victim understands how to report the incident to the police. If the victim is willing, the Dean or his/her representative will assist the victim in contacting the appropriate personnel. Once the victim’s safety and needs are attended to, the Dean will review the disciplinary process, discuss informal options and connect them to other support services. If the alleged assailant is a student, the Dean will schedule a second appointment with the alleged victim to describe the student discipline process in detail and answer questions. If the alleged victim is willing to have the University consider disciplinary action against the student assailant(s), the Dean conducts an investigation as follows:
Reviews statements from alleged victim and police report if available.Sends letter to alleged assailant(s) describing allegations and requesting meetingAs part of the disciplinary investigation.Meets with alleged assailant(s) to gather information and explain process
Collects additional information, interviews witnesses, etc.
When the investigation is complete, the Dean writes a report on the findings. If the Dean concludes that sufficient evidence if misconduct, in accord with University of Wisconsin System Administrative Code Chapter 17, exists to warrant disciplinary action, the report will include recommended sanctions.This report is sent to the alleged student assailant and to the alleged student victim. If the Dean recommends University disciplinary action or suspension or expulsion, a hearing is scheduled automatically. The alleged assailant has the right to waive this hearing and accept the action without going to hearing if he/she wishes.The hearing is conducted by a hearing examiner or by the Non-Academic Misconduct Hearing Committee (at the choice of the accused assailant). The Hearing Examiner or committee hears from the Investigating Officer (Dean of Students) and the alleged student assailant to determine if misconduct occurred and, if so impose a disciplinary sanction.
In any disciplinary hearing, it is the Dean’s responsibility to present witnesses and argument to support the allegation. The alleged student victim and the alleged student assailant each have the same right to be accompanied by one representative. Following the hearing examiner or committee deliberates and the written decision is mailed to the committee/examiner, investigating officers, alleged assailant and alleged victim. The disciplinary sanctions available to the Investigating Officer and the Committee/Examiner are disciplinary reprimand, probation, suspension or expulsion. In case where the sanction is suspension or expulsion, the student may make an appeal to the Chancellor.

The Board of Regents, administration, faculty, academic staff and
students of the University of Wisconsin-Parkside believe that teaching,
learning, research, and service activities can only flourish in an
environment that is safe from violence and free of harassment, fraud,
theft, disruption and intimidation. The University has the
responsibility to identify basic standards of nonacademic conduct
necessary to protect the community and to develop procedures to deal
effectively with the instances of misconduct while observing procedural
and substantive rights of students. Any person who violates state or
federal laws on the campus may face prosecution in the appropriate
courts. In addition, students, faculty, or staff who violate university
standards are subject to university disciplinary action. The standards
and procedures for addressing nonacademic misconduct by students are
found in UWS Chapter 17.Section 17.06(4)(a)
States: The student shall have the right to questions adverse
witnesses, the right to present evidence and witnesses, and to be heard
in his or her own behalf, and the right to be represented by an
individual of his or her choice at his or her own expense.Both the
accuser and the accused will be notified in writing, the outcome of the
disciplinary proceedings including the final determination and the
imposed sanction.UWS Section 17.04
defines disciplinary sanctions for nonacademic misconduct. The
following are the disciplinary sanctions that may be imposed for
nonacademic misconduct in accordance with the procedures set forth in
UWS 17.05 o 17.07:(g) Suspension or
